The National Human Rights Commission in Yemen strongly condemns, in accordance with all dictates of human conscience and international law, the dangerous and barbaric escalation of aggression perpetrated by the Zionist-American forces against Iranian and Lebanese territories. This escalation has directly and systematically targeted civilian facilities and infrastructure protected under international conventions.


 The intense airstrikes targeting densely populated cities and villages in both countries have resulted in a major humanitarian catastrophe, affecting hundreds of innocent civilians and vital infrastructure, in flagrant violation of all provisions of international humanitarian law, international human rights law, and international criminal law.


First: In the brotherly Islamic Republic of Iran:


According to preliminary statistics, the aggression against Iran has resulted in human and material losses:


The martyrdom of more than 1,332 innocent civilians, including children and women, and the injury of more than 5,000 others, some in critical condition, according to estimates by credible human rights organizations.


 • Deliberate targeting of children: The Minab Girls' Primary School in Hormozgan Province was bombed, resulting in the deaths of at least 181 schoolgirls and several teachers, in a tragic scene that reveals a premeditated intent to kill innocent people.


• Damage to and destruction of more than 4,000 civilian buildings and facilities, including educational institutions (schools and universities), hospitals and health centers, entire neighborhoods and residential complexes, as well as roads, bridges, urban infrastructure, and public service facilities, in more than 100 Iranian cities and villages.



Second: In the sisterly Republic of Lebanon:


The attacks focused on homes and internationally protected civilian infrastructure in southern Lebanon, coinciding with the aggression against Iran. The Zionist entity escalated its raids on Lebanon, targeting civilians and civilian infrastructure. According to initial statistics, the attacks resulted in the deaths of more than 217 civilians and injuries to more than 800 others, including women and children.


Targeting families and children: Among the most egregious crimes was the martyrdom of a 5-year-old girl and a 7-year-old boy in a raid that targeted a house in the town of Mashghara in the Western Bekaa Valley, in addition to the martyrdom of an entire family (father, mother, and two children) in the eastern town of Zawtar.


 • Targeting medical personnel: In a clear war crime, an ambulance station in the town of Qalila was targeted, resulting in the deaths of three paramedics. Six other paramedics were injured in the town of Siddiqin, and two ambulances were destroyed.


• The airstrikes caused unprecedented waves of forced displacement, with 100,000 people registered in shelters, distributed across 441 centers in various Lebanese regions.


•  The raids targeted more than 100 cities and towns, including the southern suburbs of Beirut, and areas of southern Lebanon and the Bekaa Valley. Israel did not stop there, but deliberately intimidated and terrorized the residents of more than 80 towns and villages in Lebanon, in a systematic attempt to displace the population and expand the scope of deliberate killing and destruction.


The National Human Rights Commission considers these actions in both countries to be a grave and blatant violation of the provisions of international humanitarian law, particularly the Charter of the United Nations, the Geneva Conventions, and the Hague Conventions. These actions constitute war crimes, crimes against humanity, and genocide under the Rome Statute of the International Criminal Court and the Convention on the Prevention and Punishment of the Crime of Genocide. These crimes are not subject to any statute of limitations, as all the elements of these crimes are present, including:


1. Schools, hospitals, residential neighborhoods, and medical facilities were targeted. These are civilian objects that enjoy full immunity unless used in military operations, which has not been proven.


2. The enormous civilian casualties and widespread destruction of civilian property demonstrate a violation of the principle of proportionality with any potential military advantage.  3. The failure to distinguish between military and civilian targets, the killing of innocent children in their schools and homes, and the killing of paramedics at medical points are conclusive evidence of this.


4. Forced displacement and mass evacuation orders, issued suddenly, all aim to spread terror among civilians and force them into displacement, which amounts to a war crime.


Therefore, the National Human Rights Commission demands:


1. That the UN Security Council and the Human Rights Council assume their legal and humanitarian responsibilities, publicly condemn these heinous crimes, and form an independent and urgent international commission of inquiry to investigate the facts and document the violations in both Iran and Lebanon in order to prosecute the perpetrators and ensure they do not escape punishment.


 2. The international community and human rights organizations: by exposing these crimes, politically and legally isolating the American and Israeli entities, and not granting them cover of silence or impunity.


3. The International Criminal Court: by opening an urgent investigation into these violations, which amount to war crimes and crimes against humanity.


As the National Human Rights Commission extends its deepest condolences and sincere sympathy to the families of the victims and to the brotherly Iranian and Lebanese peoples, it affirms that the pure blood of the children, unarmed civilians, and paramedics will be a curse upon the aggressors, and that human rights will never die, no matter how much the forces of tyranny conspire against them.
